Job Title: Texas Rising Star (TRS) Lead Assessor/Mentor

Job Summary:

The TRS Lead Assessor will conduct on-site assessments and provide comprehensive support to early childhood facilities in the Concho Valley Workforce Board Area, while overseeing a team of TRS Mentors. This role will assist childcare providers in achieving and maintaining Texas Rising Star (TRS) certification, ensuring compliance with quality standards. The Lead Assessor is responsible for the guidance, monitoring, and performance management of TRS Mentors, ensuring alignment with program goals and objectives. This position involves ongoing professional development, training, and frequent travel within the service area, with a focus on elevating the quality of early childhood education.

Key Responsibilities:

  • Leadership & Supervision: Oversee, guide, and support a team of TRS Mentors, ensuring that they provide consistent, high-quality coaching to childcare providers. Conduct regular performance evaluations and provide mentorship to TRS Mentors to ensure their effectiveness in the field.
  • Assessments & Monitoring: Conduct initial and ongoing assessments, reassessments, technical assistance, and monitoring visits to ensure TRS providers meet and maintain quality standards. Support TRS Mentors in preparing for and conducting assessments.
  • Mentor Development: Facilitate the professional growth of TRS Mentors by providing ongoing training, collaborative opportunities, and regular feedback on their coaching practices.
  • Provider Support: Offer guidance and support to childcare providers, helping them implement instructional strategies and meet TRS certification requirements. Ensure that TRS Mentors are effectively supporting providers in their respective areas.
  • Training & Development: Facilitate and participate in professional development activities, including videotaping of coaching practices and classroom interactions. Ensure TRS Mentors are trained in these activities and monitor their progress.
  • Collaboration: Work closely with Child Care Solutions Managers to report on-site visit outcomes and coordinate TRS-related activities within set timeframes. Lead team meetings and facilitate communication between TRS Mentors and management.
  • Recruitment: Recruit childcare providers to participate in the TRS program, offering assistance with the certification process. Provide TRS Mentors with strategies for recruitment and ensure they are engaging potential providers.
  • Data & Compliance: Manage the Texas Rising Star information system, ensuring accurate data entry and compliance with TRS standards, as well as Workforce Development system legislation. Oversee TRS Mentors' documentation and compliance with reporting requirements.
  • Report Management: Prepare and submit TRS Provider Activity Reports and validate timely actions from Child Care Solutions staff regarding TRS compliance. Oversee the timely submission of reports by TRS Mentors.
  • Community Engagement: Participate in local events and ensure excellent customer service, representing SERCO and promoting the TRS program. Guide TRS Mentors in their community outreach efforts.
  • Administrative Tasks: Assist in ordering resources for the TRS program, maintaining organized work areas, and coordinating early childhood training. Ensure TRS Mentors have access to necessary resources and tools.

Lead Responsibilities:

  • Team Leadership: Provide day-to-day leadership and support to TRS Mentors, ensuring they meet performance expectations and maintain high standards of service delivery.
  • Performance Monitoring: Regularly assess the performance of TRS Mentors, offering constructive feedback, and creating professional development plans to improve their skills.
  • Conflict Resolution: Address any challenges or issues that arise within the TRS Mentors team, offering solutions and ensuring smooth operations.
  • Strategic Oversight: Contribute to the development and refinement of strategies that enhance the TRS program’s success, with a focus on ensuring TRS Mentors contribute effectively to these goals.

Desired Knowledge, Skills, and Abilities:

  • Leadership Skills: Strong ability to lead, mentor, and manage a team effectively.
  • Knowledge: Familiarity with Texas Rising Star Regulations, Chapter 809, WIOA, TWC rules, and related legislation affecting workforce development systems.
  • Skills: Expertise in early childhood education best practices, teacher/child assessments, and tools like ITERS, ECERS-R, FCERS, TBRS, CLASS.
  • Bilingual: Proficiency in English and Spanish is preferred.
  • Technology: Ability to manage data and update systems, including TWIST and Child Care Provider Database.

Education and Experience:

  • Bachelor’s Degree: In early childhood education, child development, special education, or related fields.
    • OR bachelor’s degree with at least 18 credit hours in early childhood education or child development.
    • OR associate’s degree with two years of experience as an early childhood program director (preferably TRS accredited).
    • A waiver of up to two years may be granted to meet the minimum education requirements.

Minimum Work Experience:

  • At least one year of full-time classroom experience in early childhood education, such as childcare, Early Head Start, Head Start, or prekindergarten through third-grade programs.
  • Leadership experience in managing a team of professionals or mentoring/coaching roles within early childhood education is preferred.

Special Requirements:

  • Valid Texas Driver’s License and Automobile Liability Insurance.
  • Reliable transportation for travel within the service area.
  • Completion of Texas Rising Star standards training and maintaining TRS Assessor Certification.
  • Background check consistent with 40 TAC, Chapter 745.

Working Conditions:

  • Must be willing to travel frequently to conduct assessments, oversee TRS Mentors, and provide on-site support.
  • Participation in community events and professional training may be required.
